Despite the fall of the Assad regime in December 2024, Syrian refugees in Türkiye may not desire, or be able to return to Syria yet, due to multiple structural barriers including insecurity, lack of access to basic services, and limited employment and livelihood opportunities. As many will remain in Türkiye for the foreseeable future, a comprehensive understanding of their legal needs is warranted.
This practical guide draws on quantitative and qualitative data collected by Upinion through a conversation held in October 2025 via Upinion’s Digital Engagement Platform with 158 Syrian refugees residing in Türkiye and 28 who have permanently returned or have been deported to Syria. It provides an evidence-based analysis of Syrian refugees’ legal needs, as well as systemic barriers they face in Türkiye.
