This report shares findings from a research initiative by Upinion and VNG International (VNGI), exploring how Syrian refugees in Lebanon perceive local governance, safety, and essential services in their hometowns. The study captures refugees’ perspectives on housing conditions in Lebanon, intentions and conditions for return to Syria, perceptions of security, and trust in local governance institutions.
By identifying the key barriers to return and examining the role local authorities play in shaping people’s sense of safety and future aspirations, the report offers critical insights for migration-related programming in both Lebanon and Syria. It highlights why strengthening local governance is central to addressing displacement and return in a complex and evolving regional context.
