The impact of return policy in Lebanon: Syrian refugee intentions and return prospects

Return policies for Syrian refugees from Lebanon are taking shape, such as the “Return Plan” by the Government of Lebanon and inter-agency partners.

However, large uncertainties around the operationalisation of the plan, ensuring the protection and voluntariness of those participating, and the consequences for the Syrian community in Lebanon – of which the majority are not planning their return now – exist. Upinion’s partners Access Center for Human Rights (ACHR) and Lebanese Center for Human Rights (CLDH) from the Refugee Protection Watch coalition notified Upinion about confusion and fear among Syrians on announced return policies, as well as alarming messages on eviction notices in the Litani River area – phenomena which are likely interlinked.

Upinion got in touch with its community in Lebanon immediately, which resulted in key insights into the situation of Syrian refugees in Lebanon. Read the report for a detailed overview of return intentions, awareness and understanding of return policies, and house evictions.
